What was the major trade in the southern States? Tobacco, cotton, and slaves.
Congress - couldn't do anything about slavery until 1808. but could regulate interstate and foreign commerce.
Couldn't impose an export tax.
4) Slavery question : need for a strong government outweighed the personal beliefs of the Northern States. Allowed chance for slavery to be abolished.

The federalists and anti-federalists
-Federation - political entity characterized by a union of partially self-governing states under a central government
Anti-Federalists' criticisms
-drafted in secrecy
-extralegal-convention had only been authorized to revise the articles of confederation
-took power away from the states
-lacked a Bill of Rights (concerned that without, freedoms could be taken away by a too-powerful federal government.

Federalists position
-anarchy - enough of the states wouldn't participate in even trying to get along, wouldn't understand other states laws
-protection from enemies abroad
-BoR not needed because eight states already had their own.
-compromise : add one at the first meeting under the new government

-small states ratified quickly because they wanted equal representation
-large states had anti-fed opposition
